In Oregon’s 2025 Legislative Session, Multifamily NW’s top priority is to collaborate with public sector leaders to identify and implement proven solutions to Oregon’s ongoing housing crisis.

Fortunately, there are many proposals that will help our state achieve this goal — as well as some that would move us backward.

Imposes new restrictions and reporting requirements on private equity ownership of rental housing, discouraging investment and reducing capital available for housing development and reinvestment. Learn more.
Restricts how housing providers may share tenant information, creating new compliance and liability risks for routine disclosures even when no harm is intended. Learn more.
Allows housing providers to convert properties to nonsmoking with clear notice requirements, supporting resident health while reducing long-term property damage. Learn more.
Limits housing providers’ ability to require digital portals or electronic payments, increasing administrative costs and reducing operational efficiency. Learn more.
Updates the state building code to align with federal accessibility standards and restricts funding for subsidized rental housing that does not meet those requirements. Learn more.
While this inclusionary zoning bill attempts to set reasonable parameters, it fails to account for long-term operations, mandating 99 years of affordability with only 10 years of subsidy. IZ rental policy must address construction and operational viability. Learn more.
